
Board Infomation
It is the policy of the board of trustees to recognize and maintain the distinction between those activities which are appropriate to the board of trustees as the legislative governing body of the school district and those administrative activities which are to be performed by the superintendent of schools and his or her staff in the exercise of administrative authority. The functions of the board can be described as policy making, appraisal, and evaluation.
The board of trustees will have the further duty of providing the financial means by which the educational program is conducted. The board will also ensure that the community is informed of the needs, purposes, values, and status of the schools.
Roles and Responsibilities
The Board of Education is an elected body responsible for establishing, monitoring, and revising the policies that govern the district. The Board also provides overall direction to the Superintendent and ensures accountability for student achievement, district operations, and community engagement.

In fulfilling its duties, the Board:

Identifies shared values and develops a unified vision for public education.

Engages district residents in ongoing dialogue to promote understanding and commitment to school improvement.

Empowers the Superintendent to implement strategies that advance the shared vision.

Regularly evaluates district policies, procedures, and programs for alignment with that vision.

Hires and evaluates the Superintendent of Schools.

Conducts an annual self-assessment of Board performance.

Commits to continuous learning and development on educational issues.

Board Meetings
The Board meets at 7:00 PM on the second Monday of each month continuing through December 2026 in the John Mullan Elementary Board/Faculty Room. All regular meeting dates are posted on this website and on the doors of the schools. Changes to meetings and other special meetings are posted in these locations as well as on this website and school calendar.
Confirmation of meeting dates and times are available by call the school district office at (208) 744-1119.
Public Comment
The Board of Trustees encourages all citizens of the district to express their ideas and concerns. Any complaint about the district, including instruction, discipline, District personnel policy, procedure or curriculum, should be referred through proper administrative channels before it is presented to the Board.

All complaints should be resolved through proper channels in the following order:

If these channels have been exhausted and a patron still wishes to address the Board. Call the District Office at (208) 744-1118 to be added to the agenda.

The board chairperson has the authority and responsibility to oversee the orderly process of a board meeting, and is responsible for recognizing all speakers, utilizing the following guidelines:

Public participation will be permitted only as indicated on the order of business as set forth in the board’s agenda, or as determined appropriate by the chairperson.

Members of the public will not be recognized while the board is conducting its official business.

Members of the public wishing to make formal presentations to the board must make a written request one (1) week in advance, submitted to the district office. Individuals will be notified regarding whether their request to address the board has been granted and, if so, will be provided the approximate time as set forth in the meeting agenda.

Members of the public must be recognized by the chairperson and must preface their comments by announcing their name, address, and group affiliation, if appropriate.

A single spokesman must be selected by groups or organizations desiring to address the board in order to avoid repetitious information.

Each statement made by a member of the public shall be limited to three (3) minutes duration, or as determined appropriate by the chairperson.

All comments must be limited to items directly related to the district. When deemed appropriate by the chairperson, comments and questions at a regular board meeting may deal with any topic related to the board’s conduct of schools. Comments at special meetings must be related to the call of the meeting.

The board will not hear complaints against personnel or any students in a public board meeting.

All statements shall be directed to the chairperson; no member of the public may address or question board members individually.
